为了深入贯彻《中共中央关于加强社会主义精神文明建设若干重要问题的决议》,不少地区积极行动,采取措施。淮北市政府为此专发了45号文件,决定在全市范围开征文化事业建设费,用以加大对文化事业的投入。文件规定,“九五”期间,市财政预算每年安排专项经费不低于40万元,用于图书购置,精品生产,作家体验生活及艺术工种补贴等。并安排一定数量的启动资金,用于深化艺术表演团体的改革。 黄山市决定成立由何德炎为组长,倪国华、张斗武为副组长的市优秀剧目指导小组,并采取以下措施:(一)创作题纲,故事梗概被小组选中,支付创作补贴200元—500,元,(二)创作大戏剧本被小组选中、投排,支付创作补贴1000元—2000元。(三)投排剧目如获得较好的演出收入,再酌情奖励作者。 六安地区于十二月九日至十一日,于六安东方宾馆召开了全区戏剧、音乐作品讨论会。
