不久前,黑龙江省牡丹江市农村在党的基层组织建设工作中开展了一场创新之举。全市887个村通过“竞职比选”产生党组织书记,反响之大,议论之多,前所未有。解决老问题,想出新办法村党组织书记选举一直备受各级党委特别是乡镇党委重视,但还存在各种老问题。例如,受农村家族势力的影响和干预,贿选、拉票现象时有发生;少数村书记思想狭隘、私心重,压制村里优秀青年人才的成长;部分村书记干工作直不起腰,常遭到村主任的冷嘲热讽:“我是村里几千人选的,代表全村老百姓。你是几个人选的,你能代表谁?”
