Downing Street, called Mulgan's brand, is virtually unarmed. Visitors who have been granted permission in advance do not have to show proof of identity and do not have to enter through metal detectors. This makes this place very different from 1600, Pennsylvania Avenue, which has the same status. The hall is open and soft with light, more like the lobby of a superior bed and breakfast inn, unlike the lobby of a leader of a nuclear power. This is where Geoff Mulgan is working now. He is a consultant to Prime Minister Tony Blair, a member of the Prime Minister's Policy Corps, and is also the Ombudsman of the government labor department in charge of family policy and the reform of the city and welfare system. His role is like an artefact, conveying the prime minister's ideas to other government agencies and
