我们黄石市审计局对市财产保险、人寿保险公司1997年度的资产、负债、损益情况进行了审计,并就审计中发现的保险公司之间竞相提高代办手续费比例,降低保费标准等问题,对一些保险公司进行了专题调查,结果表明,我市保险市场无序竞争问题比较突出,主要表现为:一是提高无赔款优待比例。一方面是内控制度不严,业务统计台帐不全,无赔款年限不清,凭印象确定无赔款优待比例,无赔款优待随意性较大;另一方面,保险公司为了多拉客户,钻外部监督部门难以界定无赔款年限的空子,人为提高无赔款优待比例,个别比例高得惊人。
