通过对贫困县乡镇卫生院的抽样调查,分析目前农村贫困地区卫生人力资源利用的情况。发现贫困地区卫生人力资源利用效率在医生日均诊疗人次数、日均负担住院床日、人均业务收入、病床使用率等指标上均低于全国乡镇卫生院的平均水平。其原因可能与目前贫困地区卫生人力配置结构不合理、素质水平低、运行机制不够完善有关。建议加强这些方面的工作,使贫困地区有限的卫生人力资源得到充分发挥和利用,缓解农村看病难的问题。
Through the sampling survey of township hospitals in poverty-stricken counties, this paper analyzes the current situation of utilization of human resources for health in rural poverty-stricken areas. It is found that the utilization rate of health human resources in poor areas is lower than the average level of township hospitals across the country for the number of doctors on average per day, the average number of hospital beds per day, per capita income, and the utilization of hospital beds. The reason may be related to the unreasonable allocation of health workforce in impoverished areas, low quality level and inadequate operational mechanism. It is suggested to intensify the work in these areas so that the limited human resources for health in impoverished areas can be fully utilized and utilized to ease the difficulty of seeing a doctor in rural areas.
