国办发[2017]48号各省、自治区、直辖市人民政府,国务院各部委、各直属机构:近年来,我国畜牧业持续稳定发展,规模化养殖水平显著提高,保障了肉蛋奶供给,但大量养殖废弃物没有得到有效处理和利用,成为农村环境治理的一大难题。抓好畜禽养殖废弃物资源化利用,关系畜产品有效供给,关系农村居民生产生活环境改善,是重大的民生工程。为加快推进畜禽养殖废弃物资源化利用,促进农业可持续发展,经国务院同意,现提出以下意见。
In recent years, the continuous and stable development of animal husbandry in our country has led to the significant increase of large-scale breeding and ensured the supply of meat and milk but a large number of Farming waste has not been effectively treated and used as a major problem in rural environmental governance. Grasping the utilization of livestock and poultry wastes, the effective supply of livestock products, the improvement of production and living environment for rural residents, is a major livelihood projects. In order to accelerate the resource utilization of livestock and poultry wastes and promote the sustainable development of agriculture, with the agreement of the State Council, the following opinions are put forward.
