社会保障制度被称为社会的减压器和安全网,对社会的稳定起着至关重要的作用。城乡二元的经济发展战略使得我国社会保障制度也呈现二元化的特征。目前我国农村社会保障法律制度由于立法层次较低、缺乏有效的保障机制、相关制度缺乏可操作性等诸多原因,使得其无法高效地发挥其作用。为此,从农村最低生活保障、养老保险、医疗保险三种方面提出了改善我国农村社会保障法律制度的突进。
The social security system, known as the social pressure reducer and safety net, plays a crucial role in social stability. The dual economic development strategy of urban and rural areas has also given China’s social security system a dualistic character. At present, the legal system of rural social security in our country is unable to effectively play its role because of its low legislative level, the lack of an effective guarantee mechanism and the lack of maneuverability of relevant systems. To this end, proposed from the three aspects of minimum living security in rural areas, pension insurance, medical insurance to improve the legal system of rural social security in our country.
