1989年英国给予三家国际财团建立个人通信网(PCN)的许可证,这引起世界各国尤其是美国学术界和企业家的极大兴趣,各种学术会议和技术杂志都提到PCN。其实,上述许可证中的PCN 不过是欧洲GSM 泛欧数字汽车电话网的一种变化,并无多少新奇之处,但是它提出的前景是相当诱人的。PCN 虽尚无权威性的定义,一般认为应是这样一个网,即每个人有一个号码与—个可随身携带的手持机。当已知另一个人的号码时,就可在世界上任何地方与这个人通话和传送低中速数据。这样一个通信网,在当前流动性日益增加的社会中,对每个人、尤其是业务交流比较繁重的人,是十分需要的;对于社会的发展也有极大的价值。PCN 实质上是—个移动通信网,为了进一步说明它,应先从移动通信的发展过程说起。
In 1989, Britain granted the licenses of PCN to three international consortia, which aroused great interest of all countries in the world, especially American academics and entrepreneurs. PCN was mentioned in various academic conferences and technical magazines. In fact, the PCN in the above license is nothing more than a novelty of a change in the European GSM pan-European digital car phone network. However, the prospect it presents is quite attractive. Although PCN does not yet have an authoritative definition, it is generally considered to be such a network that each person has a number and a hand-held portable device. When you know another person’s number, you can talk to the person and send low and medium speed data anywhere in the world. Such a communications network is extremely needed for everyone, especially those with more business exchanges, in the current increasingly mobile society. It is also of great value to the development of society. PCN is essentially a mobile communication network, in order to further explain it, we should start with the development of mobile communications.
