民权思想是戊戌时期梁启超政治思想的核心。梁启超的民权思想是西方民主政治理论与中国现实结合的产物。他的民权思想包含着对君权的尊重。梁启超认为，在中国，欲兴民权，必先兴绅权、重君权。他由此设计了在中国兴民权的具体方案。
The thought of civil rights is the core of Liang Qichao’s political thought during the period of Wu Xu. Liang Qichao’s civil rights thinking is the product of the combination of western democratic politics theory and China’s reality. His civil rights thought contains the respect of the monarchy. Liang Qichao believes that in China, for the promotion of civil rights, we must first power of gentry and monarchy. From this he designed a concrete plan for the establishment of popular rights in China.
