16—17世纪,英国和法国的资木主义商品经济已开始形成,领土上、政治上统一的民族国家已经建立。正在集权中的两国政府都开始推行一些相对连贯的经济政策,制订和实施一系列工商业法规和措施,对工商业经济活动加以支持、干预和控制。这些工业政策的制订和实施,对当时乃至以后英法两国经济和社会发展的面貌都产生了深刻的影响。对英法两国工业政策及其作用作些比较分析,或许有助于理解英法两国在现代化道路上的异同。
From the 16th to the 17th century, the capitalist commodity economy in Britain and France started to take shape. Territorially and politically unified national states were established. The governments of both countries, both under centralization, are starting to implement relatively coherent economic policies, formulating and implementing a series of industrial and commercial regulations and measures to support, intervene and control the economic activities of commerce and industry. The formulation and implementation of these industrial policies have had a profound impact on the economic and social development of Britain and France at that time and later. A comparative analysis of the industrial policies of Britain and France and their role may help to understand the similarities and differences between Britain and France on the road to modernization.
