我国养老金面临着资产价值缩水和支付缺口放大的双重风险,其保值增值问题直接关系到基本养老保险制度的可持续运作。因此,有必要构建新的养老金投资管理模式,在保证安全的基础上提高管理效率。本文从养老金的产权属性出发,提出了对社会统筹养老金和个人账户养老金分别采取委托代理和信托管理两种不同的投资管理模式及相应的法律安排和管理措施。
The pensions in our country are faced with the double risks of shrinking asset value and widening the gap in payment. The issue of value preservation and appreciation is directly related to the sustainable operation of the basic pension insurance system. Therefore, it is necessary to construct a new pension investment management mode, and improve management efficiency on the basis of ensuring safety. Based on the property rights of the pension, this paper proposes two different investment management modes and the corresponding legal arrangements and management measures for the social pooling pension and individual account pension respectively.
