党的十六届四中全会《决定》提出,要探索党员教育管理工作的新机制,促进广大党员发挥先锋模范作用。这是我们党在新世纪新阶段加强党员队伍建设,保持党员队伍先进性和纯洁性的需要,也是认识和解决党员教育管理工作面临的新情况、新问题的迫切要求。必须紧紧围绕服务于经济建设这个中心,在引导广大党员自觉实践“三个代表”重要思想、全面建设小康社会的伟大实践中,不断改进教育管理方法和手段,创新活动载体,完善工作机制。
