因我国的民主政治建设历史不长,尤其是在中国特色的社会主义制度下的新型民主的历史实践还处在初创和摸索阶段,加之我国人民群众的政治觉悟和科学文化水平,特别是物质生活水平仍旧较低,视野较窄,民主政治建设的土壤还不够深厚,民主法制建设有超前的倾向,村民委员会的选举处于十分尴尬的境地,诸多方面需要进行改进或完善。
