腐败概念不是对具体个人行为的界定,而是对社会组织及其运行状况的判断。腐败是组织内消极因素的扩张而导致的一种组织整体状况,是一种恶劣的组织生态和组织文化。由于组织的腐败,才导致一些违纪、违法行为大量发生。由于对腐败的不同理解,导致反腐败的不同思路、方略和效果。治理腐败的关键是增强组织活力,活力来自良好的组织机制,机制产生于合理的组织制度,合理的制度有赖于符合社会发展进程的政治体制,治理腐败要靠组织制度的不断完善和体制的不断创新。

Corruption is the overall condition of an organization caused by the expansion of negative factors in the organization. It is a bad organizational ecology and organizational culture.
