本文通过对 2 0 0 2年在湖北省长阳土家族自治县龙舟坪镇 8个村庄进行的问卷调查结果的分析和解读 ,认为村民自治作为国家的一项制度安排 ,在少数民族山村普通村民心中已经得到了一定程度的认同 ;村民选举村干部的行为较理性 ,符合现代政治的理念 ;实行村民自治后 ,共产党组织在村庄政治方向和村务管理方面发挥着不可替代的作用。但少数民族山村村民对村民自治还具有高认识度与低参与度共存的现象
This paper analyzes and interprets the results of a questionnaire survey conducted in 2002 in 8 villages in Longzhouping Town, Changyang Tujia Autonomous County, Hubei Province. It considers that the autonomy of villagers is an institutional arrangement of the state and has been implemented in the hearts of ordinary villagers in ethnic minority villages. The villagers ’behavior of selecting village cadres is more rational and conforms to the concept of modern politics. After the implementation of villagers’ self-government, the CPC plays an irreplaceable role in the direction of village politics and village affairs management. However, villagers of ethnic minority mountain villages also have the phenomenon of high awareness and low participation of villagers’ self-government.
