I. INTRODUCTION The characteristic of the sea-air interface is that at very small vertical distances, the density of the two coupled fluids undergoes a very significant change. The boundary layer measurements for each fluid show that the winds and currents near the interface are approximately log-log profiled. For example, the results of Sheppard et al. (1972) and Csanady (1984). These profiles can be extrapolated to the roughness length of each fluid, although this extrapolation is difficult to test due to both conceptual and experimental difficulties
