校园欺凌具有行为的反复性、对象的固定性、方式的多样性等特征,校园欺凌的处理和解决重防也重治,惩戒性和教育性不可偏废。一方面,应健全法制体系建设,通过法律强制力确保惩戒权的实施;一方面,应构建多方合作体系,实现教育的教化作用。多部门、多组织、多主体都需参与到校园欺凌的防治过程中,为学生创设积极、向上、和谐、健康的校园环境和社会环境。
School bullying has the characteristics of repeatability of behavior, object fixedness and diversity of methods. The bullying of school bullying is also important to prevent and punish the bullying. The discipline and education can not be neglected. On the one hand, the legal system should be perfected and the enforcement of the right to discipline should be ensured by legal coercion. On the one hand, a multi-party cooperation system should be established to achieve the educational effect of education. Multi-sectoral, multi-organization and multi-subject all need to be involved in the prevention and treatment of bullying in schools so as to create a positive, progressive, harmonious and healthy campus environment and social environment for students.
