1 总体规划和建设目标1.1 设计和运行要求 引黄济青工程在设计中采用了美国加州北水南调工程中实施的“控制容量”理论,该理论的要点就是在输水过程中同时控制全线闸门开启度,使之在流量变化时,河槽中水容量变化值趋向最小值。鉴于引黄济青工程中间无调蓄水库、四级泵站串联运行、输水期间水量波动及骤变的情况时有发生,为此,实现“控制容量”调度运行的前提是配备一套完整的通信设施和自动化控制系统,以体现以下功能:
