确定空管监视系统安全风险因素对空管安全的影响程度,对于提高民用航空安全至关重要。本文采用SHEL分析模型理念及国外HERA-JANUS人因分析模型对监视安全风险因素进行分类分析,并在此基础上,依据2009~2014年的空管监视系统安全风险事件统计信息,运用灰色关联分析方法建立了空管监视系统安全风险评估模型,对监视风险因素进行关联度分析与比较,结果表明人为因素对空管监视系统安全的影响程度最大,而其中管制工作压力又是人为因素中最主要的方面。最后针对各风险因素的主要方面提出了相应的改进建议及措施,为空管安全管理提供决策依据。
Determining the extent to which air traffic control system security risk factors have an impact on air traffic control safety is crucial to enhancing civil aviation safety.
