在国有石化企业发展历程中,制度建设始终是企业改革中最重要的一部分,它是保障企业各项决策、决议和安排部署执行的可靠保障。众多国有企业在制度建设中最大的困惑就是制订了相应的制度,但却难以落实,这一问题直接影响了制度执行的生命力,间接影响了企业的快速发展。本文着眼国有石化公司制度建设发展历程,基于对制度执行中存在问题的深入分析,探索提出有关制度执行生命力的针对性措施建议,对助推国有石化企业制度建设和落地具有借鉴意义。
In the course of the development of the state-owned petrochemical enterprises, the system construction has always been the most important part in the reform of the enterprises. It is a reliable guarantee that ensures the implementation of various decisions, resolutions and arrangements for the enterprises. Many state-owned enterprises in the system construction is the biggest confusion is to develop the corresponding system, but it is difficult to implement, this issue has a direct impact on the vitality of the system implementation, indirectly affected the rapid development of enterprises. This paper focuses on the institutional development of the state-owned petrochemical companies. Based on the analysis of the existing problems in the implementation of the system, it is suggested that the pertinent measures should be taken to promote the system construction and landing of the state-owned petrochemical enterprises.
