20世纪80年代以来,在政府管理领域,国际上掀起了“新公共管理”运动。各国政府越来越多地将公共物品和服务的提供或管理民营化、市场化。水库大坝具有效用上的不可分割性、消费上的非竞争性、受益的非排他性,因此属于公共物品,应由政府提供和管理。我国政府对水库大坝安全管理的传统模式上存在一些缺点,比如政府在大坝安全管理上承担了过多的工作、大坝安全管理技术力量分散。并且,随着水库大坝安全概念的不断发展,我国水库大坝管理的相关法规也需要做出适时的调整。为了更好地实行水库大坝的安全管理,政府在管理主体上可引入工程业主,同时为集中技术力量,可建立区域性的水库安全管理中心水库大坝安全管理公共信息平台。我国政府还应不断调整和完善我国水库大坝管理的相关法规。
Since the 1980s, in the field of government administration, the “new public administration” campaign has been launched internationally. Governments are increasingly privatizing and marketizing the provision or management of public goods and services. The reservoir dams have utility inseparability, non-competitive consumption and non-exclusive benefits. They are therefore public goods and should be provided and managed by the government. My government has some shortcomings on the traditional model of reservoir dam safety management. For example, the government has undertaken too much work on dam safety management and the technology of dam safety management has been dispersed. And with the continuous development of reservoir dam safety concept, the relevant laws and regulations of reservoir dam management in China also need to make timely adjustments. In order to better implement the safety management of reservoir dams, the government may introduce project owners in management entities and establish a public information platform for dam safety management of reservoir safety management centers in order to concentrate technical forces. Our government should also constantly adjust and perfect the relevant laws and regulations of reservoir dam management in our country.
