《电力监管条例》已于2005年5月1日正式实施。《条例》通过法律授权明确了电监会的定位和基本职责,赋予了监管机构必要的监管手段和监管措施,确定了监管机构及其工作人员的行为规范,标志着政府对电力事业的监管进入依法监管和监管机构进入依法履行职责的新阶段。学好《电力监管条例》是开展电力监管工作的前提和基础。为此,本刊特组织了几篇有关《电力监管条例》理论探讨和实践学习的文章,这些文章分别从不同层面、不同角度对《电力监管条例》进行了解读,愿它们能对广大电力工作者学习、领会《电力监管条例》有所帮助和启迪。
