新中国成立以来,我国农村养老保障经历了计划经济时期、改革开放时期初期、社会主义市场经济时期三个不同阶段。当前,农村养老保障工作既面临老龄化和空巢化现象日益严重、老年人收入低和家庭地位弱化、养老资源匮乏和生活服务体系破损严重等不利形势,也面临城乡一体化战略加快实施的机遇。因此,要采取综合性措施,加强组织领导,加大投入力度,健全服务体系,创新养老模式,夯实支撑条件,切实做好农村养老保障工作。
Since the founding of New China, China’s rural endowment insurance has undergone three stages of planned economy, early reform and opening up, and socialist market economy. At present, the rural old-age security work faces the unfavorable situation of aging and empty nesting, the low income of the elderly and the weakening of family status, the lack of endowment resources and the serious damage to the life service system. It also faces the opportunity of accelerating the implementation of the urban-rural integration strategy . Therefore, we must take comprehensive measures to strengthen organizational leadership, increase investment, improve the service system, innovation pension model, reinforce the conditions for support, and earnestly do a good job in rural old-age security work.
