回过头来看经济改革,从十一届三中全会开始,我们走的一条路就是朝着自由市场、放弃计划经济、发展民间资本、发展国际贸易,也发展国内贸易,而且还有国际的投资。直至今日,可以说,国企改革的大方向并没有变。现在很多国有企业都在上市,大家也都去买股票。但问题的关键是,决策权并没有变,决策的还是政府,企业谁当董事长总经理不是由股民们说了算,还是由政府说了算。如果这一点不改,怎么能叫国企改革呢? Looking back at economic reform, starting from the Third Plenary Session of the 11th CPC Central Committee, one of the routes we have taken is to move toward a free market, abandon the planned economy, develop private capital, develop international trade and develop domestic trade. Moreover, there are also international investments . As of today, it can be said that the general direction of SOE reform has not changed. Many state-owned enterprises are now listed, and everybody buys stocks. But the crux of the problem is that the decision-making power has not changed, the decision-making is still the government, and the enterprise who is the chairman and managing director has not the final say by the shareholders or the government has the final say. If this is not changed, how can we call SOE reform?
