通过回顾国内、国外图书馆立法的历史与现状，可见我国图书馆法制建设已落后一些发达国家很长一段距离。因而制定一部统一的图书馆法已到了刻不容缓的关键时刻；它是保障图书馆建设和发展，保证科教兴国战略国策实现的重要条件。笔者就该法的制定提出了立法原则和构想
By reviewing the history and status quo of domestic and overseas library legislation, it can be seen that the legal system construction of our country’s library has lagged behind that of some developed countries for a long time. Therefore, to formulate a unified library law has reached an urgent critical moment; it is an important condition for ensuring the construction and development of libraries and ensuring the realization of the strategic national policy of rejuvenating the country through science and education. The author put forward the legislative principle and conception on the formulation of this law
