各市人民政府,各县(市、区)人民政府,省政府各部门、各直属机构,各大企业,各高等院校: 改革开放以来,我省各级政府始终把发展职业教育作为实施“科教兴鲁”的战略任务来抓,职业教育取得了显著的成绩。全省中等职业学校已达1200多所,在校学生118万人。各级各类职业学校向社会输送毕业生600多万人,培训6000多万人次,为我省经济建设和社会发展提供了巨大的人力和智力支持。但是,职业教育的改革与发展也面临着一些问题,一些地方对职业教育的重要性缺乏认识,统筹不够,投入不足,职业教育的管理体制、办学体制不能适应市场经济的需要。为了进一步贯彻落实《中华人民共和国职业教育法》和《国务院关于大力推进职业教育改革与发展的决定》(国发[2002]16号),大力推进我省职业教育的改革与发展,特作如下决定: Since the reform and opening up, the governments at all levels in our province have always taken the development of vocational education as the principle of “ Science and education Xing Lu ”strategic task to grasp, vocational education has made remarkable achievements. The province has reached more than 1,200 secondary vocational schools, 1.18 million students in school. More than 6 million graduates and more than 60 million graduates have been delivered to the society by various vocational schools at all levels and various levels, providing tremendous human and intellectual support for the economic construction and social development in our province. However, the reform and development of vocational education also face some problems. In some places, the lack of understanding of the importance of vocational education, inadequate co-ordination, inadequate investment and the management system of vocational education, the school-running system can not meet the needs of a market economy. In order to further implement the Law of Vocational Education of the People’s Republic of China and the Decision of the State Council on Vigorously Promoting the Reform and Development of Vocational Education (Guo Fa [2002] No. 16), we should vigorously promote the reform and development of vocational education in our province as follows Decision:
