企业实行厂长(经理)负责制后,党、政两系统如何组合,直接影响厂长负责制的实施,传统的调节和处理党政关系主要靠个人的行为和强调人的精神境界,要求书记与厂长成互补的组合。实践证明,互补组合不是理想的组合,它在一定程度上带有某种依附性,缺少科学性,往往难以取得并保持整体的效果。按照系统论的事物间的不同组合会产生不同效应的观点,如何寻求企业党、政系统的合理的或者说满意的组合,这是值得认真研究和探讨的。
