奉华东军政委员会办秘字第五六二号通令:『以各单位在中央印信条例规定以外提出各项问题,呈请指示前来经函准中央人民政府委员会办公厅八月十五日厅秘字第九二四号公函解答内开:「一、尺度问题:1.全国各级政府机关之印信按照印信条例规定只有三种尺度:中央人民政府印为边长九公分,边宽八公厘;省级以上的各级机关印为边长七公分,边宽六公厘;省以下(省级不含)所有对外信文的各级机关,其印一律为边长六公分,边宽六公厘。条文中所谓「未列举的机关印信尺度,得照等级核定。」一语,并非比照机关等级可以增减,而是比照已例举的机关等级按规定的三种尺度予以核定。2. 边长七公分的印信(按即省级以上的各机关)一律由中央人民政府刻发,边长六公分的印信(按即省级以下对外行文的各机关)一律由地方主管机关刻发。二、种类问题:
