党的十七大报告中提出“统筹城乡发展,推进社会主义新农村建设”是解决好“三农”问题的关键,也是走中国特色农业现代化道路重要方向。农村客运网络化建设是加速城乡一体化进程、构建社会主义和谐社会的重要组成部分。本报告就山西省农村客运网络化发展水平、取得的经验进行了阐述,并且重点就城乡客运的社会公益性与经营者经济效益之间的矛盾和城镇化过程中城建部门管理的城乡公共交通和交通部门管理的乡村客运在二元体制下所造成的问题进行分析,并提出了加快我国农村客运网络化建设实施建议。
The report of the 17th National Congress of the Communist Party of China put forward that “making overall plans for the development of urban and rural areas and promoting the building of a new socialist countryside” is the key to solving the “three rural issues” problem and is also an important direction in the process of agricultural modernization with Chinese characteristics. The network construction of rural passenger transport is an important part of accelerating the process of urban-rural integration and building a harmonious socialist society. This report elaborates on the level of development of rural passenger transport network in Shanxi Province and the experience gained and focuses on the contradiction between the social welfare of urban and rural passenger transport and the economic benefits of operators and the urban and rural public transport and The analysis of the problems caused by the rural passenger transport managed by the transport sector under the dualistic system has put forward some suggestions on accelerating the implementation of the network construction of rural passenger transport in our country.
