农发行河南省浙川县支行在对以往信贷管理办法进行总结、修订、完善的基础上,于1999年5月份实施信贷员驻企业轮换制度,有效地强化了该行信贷管理质量,提高了封闭管理水平。一、实行派驻企业信贷员轮换制的原因驻企业信贷员作为“封闭运行”工作第一线的中坚力量,其对企业信贷管理的好坏直接决定着一个行收购资金能否实现“封闭运行”。因此,对企业信贷员的科学、规范管理是搞好信贷工作的前提和基础所在。然而在管理过程中,由于诸多的原因而导致难度的增大。一是由于农发行分设时间较短,信贷人员自身素质高低有所不同,对信贷工作熟练程度存在差异,面对“封闭运行”管理的新办法、新要求,部分信贷人员领会不透,理解不深,导致管理上有一定的差距;二是驻企业信贷员与企业法人代表之间由于亲戚或其他关系,形成管理上政策观念淡
