2006年以来,基本养老保险均等化取得了较大进展,逐步形成了由机关事业单位退休养老制度、城镇企业职工基本养老保险、城镇居民基本养老保险和新型农村社会养老保险制度等组成的基本养老保险制度,基本养老保险覆盖人群快速增长,城乡覆盖率差距迅速缩小,基本养老保险正从制度全覆盖向城乡居民全覆盖目标迈进,从制度分割向制度一体化目标迈进。
