公务员养老金并轨的原因包括养老金双轨制有违宪法精神、导致财政负担沉重、不利于社会和平与稳定、不利于人才的优化配置等。并轨进程中会出现养老金支付压力巨大、缺乏强有力的法律依据、养老金待遇差距仍然突出、新旧制度较难衔接、因各地制度的不整合而带来的困境等问题。为此,本文认为需要采取渐进式延迟退休政策,建立健全公务员养老保险法律体系,构建多层次的公务员养老保障体系,实现新旧制度有效衔接,提高国家统筹层次等措施。 The reasons for the merger of civil servants’ pensions include the double track system of pensions, which violates the spirit of the Constitution, resulting in heavy financial burden, not conducive to social peace and stability, and adverse to the optimal allocation of qualified personnel. In the process of merger, there will be huge pressure on pension payment, lack of strong legal basis, the gap between pension treatment and prominence, the difficulty of convergence between old and new systems, and the dilemma caused by the unintegration of local institutions. To this end, this paper believes that the need to take a gradual delay in retirement policy, establish and improve the legal system of pension insurance for civil servants, build a multi-level pension system for the civil service, to achieve effective convergence of the old and the new system, improve national coordination and other measures.
