中央党校副校长李君如认为,党的十六大以来中央先后提出了一系列重大战略思想,可概括为“十一大新进展”。这些进展,为党的十七大的召开作了重要的思想理论准备。中央在十六大以来提出的一系列重大战略思想及其理论创新成果中,最重要的是形成和提出了党的建设的总体布局,其特点是,不仅强调全面加强党的建设,而且强调在全面建设中要把握好“重点”和“主线”。
