“非典”之后,禽流感、毒奶粉事件等公共卫生事件仍接连发生,凸显了我国卫生行政部门的相关行政责任的不足。卫生行政部门行政责任体制的不健全使得卫生行政部门疏于卫生监管,在公共卫生事件发生后不能及时反应,导致人们在公共卫生事件中得不到妥善的救助。因此,探讨卫生性行政部门的行政责任及其完善有着重要的意义。 After the “SARS”, public health incidents such as the bird flu and the milk powder incident continued to occur one after another, highlighting the shortcomings of the relevant administrative responsibilities of the health administrative departments in our country. The imperfect system of administrative responsibility in the administrative departments of public health neglects the administrative departments of public health to supervise the public health and can not respond promptly after the occurrence of public health incidents. As a result, people are not properly rescued in public health incidents.
