媒介除了为受众设置谈论话题外,还能规定过去或正在发生的事件的重要性。从“十大国际新闻”的评选中看出,新闻事件的重要性是媒体设置的。大众传播在决定事件的重要性或者决定什么是重大新闻方面拥有足够“自主”和“灵活”的决断权。在西方媒体更有“话语霸权”和“设置议程”能力的情况下,要防止我们自己的国际报道跟着西方媒体走。应该“借西风、颂东风”,达到塑造中国自身议程和中国政府执政形象的效果。
In addition to setting topics for the audience to talk about, the media can specify the importance of past or ongoing events. Judging from the selection of “Top 10 International News”, the importance of news events is set by the media. Mass media has the discretion to decide on the importance of the incident or to decide on what constitutes a major news issue with sufficient “autonomy” and “flexibility.” As Western media is more capable of “discourse hegemony” and “setting agenda,” we must prevent our own international coverage from following the Western media. They should “borrow the westerly wind and soothe the east wind” to achieve the effect of shaping China’s own agenda and the image of the government of China.
