随着《中华人民共和国种子法》的深入实施和《国务院办公厅关于推进种子管理体制改革加强市场监管的意见》的贯彻执行,全国各地实现了种子政企分开,国有种子公司长期垄断种子生产、经营的局面一去不复返,各种所有制种子企业大量出现,种子经销网点急剧增多。本文针对我区种子市场出现的新情况、新问题和种子市场管理工作中存在的困难和问题,阐述如何加强县级区域的种子市场管理。
With the thorough implementation of the “Seeds Law of the People’s Republic of China” and the implementation of the “Opinions of the General Office of the State Council on Promoting the Reform of the Seed Management System and Strengthening Market Supervision,” the separation of the seeds of government and enterprises across the country, the long-term monopoly of seed production by state-owned seed companies, Gone are the days of the operation, with a large number of seed-owned enterprises of all kinds and a sharp increase in the number of seed distribution outlets. In this paper, according to the new situation and new problems appearing in the seed market of our region and the difficulties and problems in the management of the seed market, this paper elaborates how to strengthen the management of the seed market in the county level.
