党的十八大报告指出:“要提高领导干部运用法治思维和法治方式深化改革、推动发展、化解矛盾、维护稳定能力。”这一重要论述从思想和行动两个方面为全面实施依法治国方略指明了具体路径。运用法治思维和法治方式深化改革、推动发展、化解矛盾、维护稳定,要求领导干部在对法治的认识上,更加注重法治的本体性价值;在行为模式上,更加注重法治的基础性作用。
