中共十七大报告提出,要更加注重社会建设,着力保障和改善民生,推进社会体制改革,扩大公共服务,完善社会管理,促进社会公平正义。还提出了完善社会管理、维护社会安定团结的具体措施。2010年国务院工作报告提出“要适应新形势,推进社会管理体制改革和创新”。社会管理创新需要宪法、行政法的支持,同时公法及其理论也应当及时回应实践提出的新挑战和要求。为此,本刊邀请了部分学者深入研讨,如何运用公法保障和促进社会管理创新工作,如何抓住社会管理创新工作机遇推进我国公法及其理论的发展和完善,希望以此推动我国社会管理创新工作与公法及其理论的良性互动。
The report of the 17th National Congress of the Communist Party of China proposed that we should pay more attention to social construction, strive to guarantee and improve people’s livelihood, promote social system reform, expand public services, improve social management and promote social fairness and justice. It also put forward specific measures to improve social management and maintain social stability and unity. In 2010, the work report of the State Council proposed that “we must adapt to the new situation and promote the reform and innovation in the social management system.” Social management innovation requires the support of the Constitution and administrative law, and public law and its theory should also respond promptly to the new challenges and demands put forward by the practice. To this end, we invite some scholars to conduct in-depth discussions, how to use public law to protect and promote social management innovation, how to seize the opportunity of social management and innovation to promote the development and improvement of our public law and its theory, hoping to promote China’s social management innovation Good interaction between work and public law and its theory.
