第60届联大5月9日举行了新成立的人权理事会首届选举。 191个成员国全部出席投票,选出了包括中国在内的47个人权理事会成员。这无疑是一次事关联合国人权事业发展的历史性的成功选举,是联合国人权工作的新起点。但回顾人权理事会从成立到选举一波三折的创建历程,展望6月19日即将召开的首次会议和未来的国际人权的发展前景,相信许多人的感觉大体可以概括为喜忧参半。
The 60th session of the UN General Assembly held the first newly elected Human Rights Council on May 9. All 191 member states attended the vote and selected 47 members of the Human Rights Council, including China. This is undoubtedly an historic successful election concerning the development of the human rights cause in the United Nations and serves as a new starting point for the human rights work of the United Nations. However, recalling the twists and turns of the Human Rights Council from founding to voting, looking forward to the upcoming first meeting on June 19 and the prospect of future international human rights development, I believe many people’s feelings can be broadly summarized as mixed.
