首先,要明确调控的指导思想。我国经济是建立在公有制基础上的有计划的商品经济,这种经济性质要求我们在总体上必须自觉实行有计划按比例发展经济。调控的实质是加强统一,适当集中。财政包干制的调控度,一定要体现这一经济性质的指导思想。在当前治理整顿期间,特别是目前双重体制并存,地方利益急剧膨胀和刚性增长的情况下,有必要适当加强中央财政的集中。只有这样才能增强中央宏观调控能力,以利于有效地保证社会主义公有经济的正常运行。
First of all, we must make clear the guiding principle of regulation and control. Our economy is a planned commodity economy based on public ownership. This economic nature requires that we, on the whole, must consciously and practically implement a planned and proportional economic development. The essence of regulation is to strengthen unity and properly concentrate. The regulation and control of the financial guarantee system must reflect the guiding ideology of this economic character. In the current period of governance and rectification, especially in the current dual system of coexistence and the rapid growth of local interest and rigid growth, it is necessary to appropriately strengthen the central government’s concentration. Only in this way can the central macro-control capability be enhanced so as to effectively ensure the normal operation of the socialist public economy.
