2007年7月,淮河发生全流域性大洪水,安徽省防汛抗旱指挥部依托现有防洪工程体系和非工程体系,实行综合调度,有效地减轻了洪涝灾害损失。本文对调度的实践进行分析,提出以减灾为中心,实行建设、管理、调度、防守四位一体,从更宽的层次把握调度的内涵和外延。 July 2007, the Huaihe River Basin floods occurred, Anhui Flood Control and Drought Relief Headquarters relying on the existing flood control system and non-engineering system, the implementation of integrated scheduling, effectively reducing the loss of floods. This paper analyzes the practice of dispatching, puts forward that disaster mitigation should be the center, implement the four functions of construction, management, dispatch and defense, and grasp the connotation and denotation of dispatching from a wider level.
