一份新近的报告显示:2003年全国可能只有山东和福建电网能勉强维持供求平衡略有输出余量,其余电网几乎家家缺电。经济学家吴敬琏预期:“2004年全国缺电情况将更为严重。”缺电将给中国经济蒙上阴影。据有关专家称,造成全国性电荒的原因之一是“电力体制改革的仓促”,“体制改革框架初建,但功效不彰”。由此不难证明体制改革推进之难。本期讨论的问题是发电、电网、售电三块打破垄断过程中,售电改革中出现的矛盾和问题的冰山一角。
A recent report shows that in 2003, only Shandong and Fujian Power Grids could barely maintain the balance of supply and demand with a slight output margin, leaving almost the rest of the grid without electricity. Economist Wu Jinglian expected: “The national power shortage situation will be even worse in 2004.” Power shortage will cast a shadow over China’s economy. According to experts, one of the reasons for the nationwide power shortage is “the hasty reform of the power system” and “the initial establishment of an institutional reform framework, but it does not work well.” It is not difficult to prove that the reform of the system to promote the difficult. The issues discussed in this issue are the iceberg tip of power generation, power grids and electricity sales that break the monopoly process and the contradictions and problems that arise in the electricity sales reform.
