8月23日,在山东省保障性安居工程和房地产调控工作会议上,山东省副省长夏耕表示,将在山东省全面实行商品房预售资金监管制度,选择有条件的开发项目开展商品住房现房销售试点。预售制取消似乎有了现实的版本。十几年来,中国住房市场之所以能够快速发展与繁荣,在于两项金融工具的创新:一是住房预售制度;二是住房按揭贷款。它们分别给住房供给与需求提供了有效的金融杠杆。但也要看到,该制度运行风险只是购买住房者、银行等单边承担,房地产企业则只是获利而不承担该制度运行的任何风险。
