基于DEA的西部区域创新网络效率评价

区域创新网络的建立和完善,有利于提高企业自主创新能力,增强区域技术创新效率,推动当地经济和社会发展。文章对区域创新网络创新效率的评价方法和评价指标进行了研究,使用两阶段模型,将区域创新活动分为技术研发和经济转化两个阶段,运用DEA方法对西部地区11个省市2009~2013年的区域创新网络效率进行了测度。结果表明:西部11个省区创新效率存在显著的地区差异和阶段差异,陕西、甘肃、四川和重庆地区研发投入的技术效率高,而由科技投入向实际生产能力转化的经济效率低。青海、宁夏、广西和内蒙古地区第二阶段的经济效率高,但处于创新活动上游的R&D投入产出效率则比较低。四川、贵州、云南、陕西、甘肃和新疆在创新资源投入方面存在较大冗余。根据实证结果,对西部地区如何提高创新效率提出了建议。 The establishment and improvement of regional innovation networks are conducive to enhancing their capability of independent innovation, enhancing the efficiency of regional technological innovation and promoting local economic and social development. This paper studies the evaluation methods and evaluation indexes of the innovation efficiency of regional innovation networks, and uses the two-stage model to divide the regional innovation activities into two stages: technology research and development and economic transformation. Using DEA, we analyze the innovation efficiency of regional innovation networks from 2009 to 2013 in 11 provinces and cities in the western region Year’s regional innovation network efficiency was measured. The results show that there are significant regional differences and stage differences in innovation efficiency in the 11 western provinces and autonomous regions. The technical efficiency of R & D investment in Shaanxi, Gansu, Sichuan and Chongqing is high, while the economic efficiency of S & T investment into actual productive capacity transformation is low. The economic efficiency of the second phase in Qinghai, Ningxia, Guangxi and Inner Mongolia is high, but the R & D input-output efficiency in the upstream of innovation activities is relatively low. Sichuan, Guizhou, Yunnan, Shaanxi, Gansu and Xinjiang have greater redundancy in investing in innovation resources. Based on the empirical results, suggestions are put forward on how to improve the efficiency of innovation in the western region.
