对连云港港疏港航道整治工程资金的监管进行分析,并设计适合其特点的法规加契约监管模式,引入银行进行全过程动态监督,并从加强预算管理及可行性分析、严格审核资金支付与审核手续、进行资金效益评价等方面加强资金监管。该模式的应用有效地降低了财务费用,提高了工程效率,保证了工程项目的成功。
