当前,人武系统不少同志一谈到民兵工作总是习惯地谈起 城市民兵工作。诚然,近年来各地认真贯彻中央《关于加强和改进城市民 兵工作的意见》精神,城市民兵工作得到了很大加强,在城市民兵的组织 建设、政治教育和军事训练等各方面取得了长足进展。但随着大量农村 民兵外出务工,农村民兵组织不落实的问题还比较突出,不少县(市、区) 人武部把工作重点放在了在县城及周边附近地区组建的几个民兵应急 分队上,农村民兵建设呈现出了逐年下滑的趋势。这种现象对落实民兵 制度、保持民兵组织的普遍性和群众性十分不利。如何使民兵工作在向 城市转移中转出战斗力,又坚守农村民兵阵地不丢弃,确保城乡民兵工 作科学协调发展的问题,必须引起各级的高度关注。为此,本期介绍山东 省德州军分区、湖北省黄冈军分区和辽宁省辽阳军分区在抓好城市民兵 建设的同时,加强农村民兵工作的经验,希望能对大家有所启迪。

The work of urban militias has been greatly strengthened and great progress has been made in the organizational construction, political education and military training of urban militias. However, as a large number of rural militiamen go out to work, the problem of the non-fulfillment of rural militia organizations is still quite prominent. In many counties (cities and districts), the Militan Department has focused its work on several militia emergency units formed in the county seat and the surrounding areas The construction of rural militia has shown a downward trend year by year. This phenomenon is very unfavorable to the implementation of the militia system and the maintenance of the universality and mass of the militia. The question of how to make militia work transferred to combat power in the process of transferring to the cities and adhering to the principle of not abandoning the positions of rural militias and ensuring the scientific and coordinated development of urban and rural militia work must arouse great attention at all levels. To this end, this issue introduces the Dezhou Military Region in Shandong Province, Huanggang Military Region in Hubei Province and Liaoyang Military Region in Liaoning Province. While grasping the construction of urban militia, we have also made some efforts to strengthen the rural militia experience.
