目前,在很多已经发生的群体性事件背后经常会出现这样一些情况,即事件的起因往往都是由一些个体事情所引发,且很多参与事件的民众与这些个体事情本身并没有关联,呈现出“旁观者成为闹事者”的景象,形成了群体性事件中的无直接利益冲突现象。其实,在这些群体事件中出现无直接利益冲突现象有两个层面的原因,一个是心理层面的,那就是集体无意识;另一个是社会层面的,那就是社会转型时期所聚集的各种矛盾在寻找一个宣泄渠道。防范群体性事件的发生,政府必须要构建畅通的利益诉求表达机制与渠道,执法机关及其他机构在处理具体事务过程中要能够有效地控制民众情绪。
