Since the Gulf War in the early 1990s, Japan has stepped up its strategy of “active defense of the oceans and seas” and organized many of its fleets to go offshore activities. In order to ensure its own safety, the Japanese army invested heavily in accelerating the development and construction of a new type of warship. In 1993, less than six months after the first serving of the “Diamond” class anti-aircraft missile destroyer, the Japanese Maritime Self-Defense Force started the construction of a “village rain” class destroyers.
