京城使用照明电灯始于清末光绪十四年(公元1888年),西苑仪銮殿清宫廷。这一年清工部为慈禧太后退居修养,大兴土木修葺西苑(今中南海),北洋大臣李鸿章经奏准委派军机处神机营制作局总办恩佐承办,用白银6000两,从丹麦祁罗弗洋行购买发电设备。同年三月(1888年4月)由海军衙门先付定银4000两,将容量不超过20马力(约15千瓦)的直流发电机组及电灯材料运到京城,安装在仪銮殿(今怀仁堂)西门墙
