近几年来,我县公费医疗管理制度改革作了些努力与尝试,现作如下简述。 一、改革的成效 我县的公费医疗改革方案于1995年9月出台,通过一年多的实施,运行正常。新的管理制度采取“分级管理,门诊建立个人帐户,住院统筹”的方式;建立了对医患实行双向制约的机制,有效地遏制了医疗费增长过快的势头,医疗费支出比上年下降23.2%,缓解了财政、公费医疗管理办公室(简称公医办)、医疗单位、享受单位、个人之间的矛盾,明确了各方责任。
In recent years, my county has made some efforts and attempts to reform the public medical management system. The following is a brief description.
